    The Committee on the Judiciary moves to amend the title of the bill as follows:

    Eng. Com. Sub. for S. B. 477 –- “A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §20-9-1, §20-9-2, §20-9-3, §20-9-4, §20-9-5, §20-9-6, §20-9-7 and §20-9-8, all relating to regulating the possession of exotic animals; expressing legislative intent; providing definitions; directing the division of natural resources to promulgate legislative rules establishing permitting requirements and criteria; authorizing division to define scope of applicability of act to assure human and environmental protection and safety; authorizing division to charge permit fees, providing for distribution of fees, and establishing special revenue account relating thereto; proving general regulatory authority of the division, the Department of Agriculture and Bureau of Public Health and rulemaking thereto; establishing authority and process of confiscation or destruction of certain animals and procedural process related thereto; establishing criminal penalties; and authorizing department by rule to establish administrative penalties for violation of the act and rules promulgated thereunder.”
